It refers to time periods between major wars of course, like the historical Interwar Era (noted as the 1st Interwar Era in the post). Thought in the case of the 2nd Interwar Era it was between the 1st and 2nd Cold War.
Generally used to refer to the time periods that are not Cold or Silent Wars (a Silent War is much like a Cold War, but with more internet and less fear of extinction (because humanity is dispersed among multiple celestial bodies). Pretty much equilavent really, but Silent became a more popular terminology than Cold in the general interplanetary era) and also not major wars.
It is not really a term used contemporarily. Rather being a designation used by historians.

Well, yeah. I took a portrait of Murat and edited it, because Murat's appearance was remarkably close to what I envisioned for the fictional character. Mainly I tweaked the nose, facial hair, and chin, and added a scar.

- RUBINHO: His Excellency the Right Honorable etc. etc. etc. has been waiting to be president for 16 years (longer if you go back to when he was first speculated as a candidate). Now that the incumbent president, the Illustrious Wonderful Dennis, dergrosse, has reached the constitutional term limit, Rubinho is the favored candidate of the institutions of government, easily being acclaimed by the president's Good Government Group and being named the Anoint of Magisterial Select Committee. As a retired five-star Admiral and legendary war hero, he was also expected to be the favored candidate of the Navy, but the Admiralty Board stunned the Galaxy by selecting a young Captain as their candidate over the 138 year old vice president. Rubinho will certainly not forget this slight, and if (when) he wins, expect a purge of the top ranks of the Admiralty. (Navy veteran)

Although she isn't widely known among the people of other ships, Navy insiders have long speculated that she would go into politics later on. It is strange that the Navy chose her of all people to be their candidate so early, when others have spent the majority of their careers waiting for Rubinho to get out of their way. - LTG PAXEN SANDARIO-OGEN: It's the Army. The bravest and boldest, the real heroes, the only ones who know. Still trying to beat Navy. To Sandario-Ogen's credit, they've served on the actual frontiers of known space, unlike other Army officers who do one tour on the Innocent and think they saw a black hole. Sandario-Ogen was stationed at Ft. Bergling and supposedly served on other covert surfaceside missions. It's a miracle the Army managed to nominate someone so normal and competent. (Army active duty)

I would like to see more about this TL to be honest, seems really interesting.
Yes, Harrison's early life is a big mystery and he refuses to talk about it. It is widely speculated that he was an Army Ranger at some time. I have thought about writing a short story in this universe and if I did, I think you would end up reconsidering some of your rankings.
Probably. There is too little knowledge to adequately decide on. As I am mostly deciding based on two paragraphs, one of which is openly propaganda, while the other also has clear bias (and not knowing how things are outside the United States also doesn't help, as some of the campaign stuff is very much involved with that).

I will vote similarly to Gokbay.
Potentially not-terrible candidates:
1. Amrita Khan, because militarism is bad and peaceful coexistence and cooperation is good.
2. Blue Sky Friend, because respect for nature is good. And also, no aristocratic titles, so that's good.
