Taking down Rome unleashes the entirety of much of the rest of the world against them, *especially* if John Paul II is still in office at that point. It would probably see the Papacy transferred to Rio De Janiero at least temporarily, possibly permanently. With so many cardinals dead there would also be a good chance for the next one to be non-Italian as well. By taking out the Italian capital it also brings the entirety of NATO to bear against the terrorists, and I doubt that there will be a lot of blocks in the UN for further action with the whole of South America, Europe, North America, and probably South Asia and Australia as well.
First I wonder if the major targets are economic or political. Hitting oil fields would be considerably worse in the short term as would taking down large clusters of refineries. If they only have two can they cooperate with a rogue state to try and obtain more later? Or sell them at a massive profit to a rogue state/organization somewhere and get five to eight from their suppliers instead?
