Just looking at a geographic map of South American will show you just how impossible such a confederation would be to integrate economically and infastructurally (and thus have any hope of keeping thing politically stable) to say nothing of the major rivalries between the regional elites and huge ethno-lingustic differences among the peon and slave masses. What identity or practical benefit is there to build on,or forces to push the dispersant elements together?
