IMHO the reforms where started way too late to be truly effective. Soviet economy was already dying and people were really disillusioned. Military industrial complex was eddifice that wasted enormous amounts of money and couldn't be really dismantled nor reoriented. Soviets had close to ziltch marketing experience in the real world and the sheer size of almost all companies guaranteed bad outcomes in the attempts to break them apart or hand them over to private ownership.
