Gimp Help

I have a problem. I'm working on gimp for a school extra credit project and have run into an obstacle.

How to explain my problem. Let me use an analogy. Let earth be made of two components: the mantle and the core; forget the other components. My concern is that I want to keep the core the same size, but distort the mantle by shrinking it, not affecting the core.

Is this possible to do on gimp?

If your components are in different layers, you should be able to scale each of them as desired, but I don't know if you'd be able to distort them in the fashion you suggest. If they are all part of the same layer, I think you're out of luck.
 
As of now it is one layer but that is easy enough to change, just a simple cut and paste. Right now, I'm able to distort the image easily, however, I can't keep it from imploding into the middle. It would shrink as desired, say 50%, but it would then be over half of the middle, which I don't want covered.

It's like a doughnut; I want to keep the hole the same size yet make it skinnier.
 
Here's the image I'm working with. I shrank it to 20%. I can't show you the full sized image for it is too large. 2k by 2k pixel.

Problem is it is too big to save as a PNG. "PNG plug-in can't handle layer offsets, size, or opacity"

Flatten the layers. Hit Layers>Flatten Image and try saving again. I'll do new layers anyway.

EDIT: Oi! You said it's 2k by 2k pixels? Scale it down dude! Why would you need it so huge for a school project? Also what is the resolution of the thing? Are you presenting said project on screen or will you have a printed version as well?
 
I don't want it to be that big at all. That's the point. However, I used that as the start for it because I wanted the orb in the middle to encompass the map. Now, I'm stuck with an unnecessary amount of space. The layers are already merged.

I'm planning to just give it to the professor in the form of a flashdrive or something, attached with the essay I wrote on it.
