Is it possible a Second GI Bill passes for Vietnam veterans?

Actually most Vietnam vets did receive GI Bill aid, loans, etc. It simply didn't have as much of an impact as post-WWII or -Korea because suburban middle class homes and upper education had already become common place; the Vietnam vets were in effect getting what everyone else already had. To make more of an impact you'll need to change the socio-economic context of the returning vets.

To an extent, essentially yes. You'll need to make the army seem more of a 'way out' than it was IOTL... actually making it comparable to contemporary IOTL would be a good way to do.
