Getúlio Vargas in Yalta?

In 1944 Getúlio Vargas, that was the president of Brazil at the time was invited to the yalta meeting to sit along with Roosevelt, Stalin and Churchill, but he refused as it was a moment of political instability in Brazil (mostly because Brazil was transitioning from a dictatorship to a democracy at the time, and he was also fearfull that his government could be couped if he left). Let's say that Getúlio decides to take aprt on the Yalta conference and instead of the big three we got "the big four", what would be the results of such a move? The Brazilian government had some very strong requests during WWII, including a permanent seat on the security concil (source, it is in portuguese tough), could such a move allow Brazil to gain this seat?
 
Hmm, it might change some things, but I still don't think Brazil would get the seat - for one thing, the USSR was opposed to, and Britain was wary of it. Vargas might get on well with Churchill and Stalin, but there's still the fact that the Brazilian participation was insignificant compared to the US, Britain and the USSR to hinder Brazilian aspirations.

This going to piss-off De Gaulle, aplenty. When he heard of Yalta and that he hadn't been invited, he famously said "Roosevelt, Stalin, and Churchill ? meh. I'll bury them all". and surely he did: Roosevelt died in April 1945, Stalin, in 1953, Churchill, in 1965 and De Gaulle, in 1970.
