"Germany" united by the Dutch?

So have Burgundy be the titular name of the predominatly dutch polity and then have Burgundy doing all the warring with the Dutch providing the coin? That could work. A Burgundy that could fund a fully professional standing army would be an interesting way to go about things (including being the HRE), but that TL could easily lead to a France influenced by the Dutch than a Germany united by the Dutch.
Yes, though it's not required that the French, 'Upland' parts of this 'Burgundy' would remain an integral part of the Burgundian realms. By the time of the Habsburg inheritance the 'Lowland' Burgundian realms were already quickly becoming its core territory. The Burgundian Netherlands was already well on its way to being a unified entity (which was a policy only continued by the Habsburg). At some point it's not unimaginable that the Burgundian parts of the Burgundian Netherlands would get dropped (like Artois was) leaving a (more smoothly) united Netherlands that can more easily play the continental powers against each-other since it's technically part of both, which is an ideal situation for expansion.
 
Is there a possibility, that the Netherlands/Burgundy can take the part of OTL Austria (taking the HRE-crown for century’s)?
