Germany says No to Japan in Indochina

reading all the ways they didn't cooperate with one another in book about naval operations Reluctant Allies

what if Germany said NO to Japan in Indochina? the whole invasion occurred before Japan had formally joined the Axis pact in Sept. 1940 (and had not declared war on Allies for year while Germany was fighting)

has little practical effects initially but the threat exists for renewed Sino-German relations? French fleet could be released, and USSR-Germany were still aligned at that point (i.e. Japan might fear Soviet action.)
