following the initiation of global nuclear war and the following desperate struggle by the remnants of the national armies known as the "twilight war". hostilities ebb as the logistics of the modern world break down.
at this time we start our story.
we get to follow the adventures and hardships of the residents living outside of the small town of Philipsburg in south-western Germany, on an island housing a still functional nuclear power-plant by the river Rhine.
the island houses 1000 persons, and though there are many small groups and factions on the island. it is governed by a three man council:

- Dr. Mauser (manager for the nuclear plant for many, many years)
- Herbert Steiner (the farmer who grow on most of the island)
- Volker Halbauer the commander of the German military (who have set up base of operations n the island with the remnants of the german high command and a platoon of leopard 2´s)
