OTL Germany, Russia and Austria were allies in the League of the Three Emperors. When it turned out this wasnt tenable because Russia and Austria couldnt agree about the Balkans Germany allied Austria and made the reinsurance treaty with Russia. After Bismarck they dropped the Russians completly.

What if the Germans - be it Bismarck or by a POD someone else - decide to ally Russia and drop Austria instead. And i dont mean the reissurance treaty but a real alliance with Russia.

Would France still try to pry Russia from Germany's side with money? It seems much harder but in this case Germany is much more dependent on Russia's good will and if he looses the alliance he remains encircled and alone. This means that Germany would have to support Russia's aggressive expansionist policies.

IMO Because of the above Germany will too loose interest in maintaining the status quo: their best bet is to destroy Austria as fast as possible and if they are together with Russia i dont think anyone can stop them. I guess a WWI like this would be easily won by Russo-german alliance and co. Greater Germany would be strong enough not to fear the west why Russia would have some trouble keeping together all he might gobble up.

How would the partition of Austria look like? IMO i think that the Balkans and the Ottoman territories will be bargaining chips too.
