German WWII Differences

It would be a different WW-II , limited to European war with a lot of political maneuvering.

If the UK is involved, then this pulls in the Empire. If the war last long, this will most likely force a weakning of the far east colonies, which will, imho, embolden Japan in it's spread over Asia. A threat to european-asia will almost certainly alarm the US, vis a vis Japanese ambitions. Japan knows this, so will most likely take steps to defuse the american threat. And off we go again...
 
There were plenty of militant ultra-nationalist groups in Germany after World War One. There were plenty of socialist groups in Germany after World War One. There were plenty of anti-Semitic groups in Germany after World War One. The National Socialist German Workers Party was about the only one to combine all of those elements into one cohesive (more or less) whole. It's what distinguished the NSDAP from the other parties running around Wiemar Germany at the time. And what really took it over the top was Hitler's charisma and his fervent Antisemitism.

Without that last bit the NSDAP might well have just remained among the "also rans" of the many different political parties in Germany that never came close to having actual power and were, eventually lost into obscurity. A "saner" Hitler wouldn't have had the charisma to have pulled the NSDAP into the power it eventually had. He'd have been out competed by some other more hate filled and bigoted fanatic.

There's numerous alt-hist tales here on this discussion board that have explored this very point.

But what those “also rans” lack is the combination of political leadership and belief in the ability of German victory to launch anything resembling the historical world war 2. Without a man like Hitler steadily and ruthlessly removing all the checks and balances, including some very senior people who opposed a war, Germany wouldn't have got past their objections. The belief that war was a valid way to solve problems was widespread among the German leadership, but the belief that Germany could win it was not. That being the case, a bevy of senior people were always going to lobby - strenuously - against a war and without a leader as driven as Hitler, it's likely the political leadership of Germany would have backed off. Any regime which shares those same attributes is going to be going to be so indistinguishable from the Nazis as to be identical, making the OPs criteria totally facile.

You might get a different war years later, when France, Britain, and Russia have reformed and rebuilt their militaries, and Germany is on the downswing of disappointment after the early bloom of fascist glories has worn off and does something rash that the Allies now feel strong enough to punish, but by then the odds would be so strongly and obviously Germany that they’d be crushed, no question about it.
 
The only reason Hitler got into power was the crisis generated by the Great Depression...with out that he has nowhere near enough popular support to gain power.. A Schacht- Beck- Groner grouping was best placed to exploit the Great Depression through establishment of bilateral trade with most of European countries. All it takes at that point is to transform this bilateral economic expansion into a multi nation anti Stalinist military alliance [Or even the suggestion of that] to create an intolerable situation for Stalin.
