German Capitol as Cultural Heart of Europe

How does one get a German capitol (not Berlin per se) to be the cultural hub of Europe like Paris? Let's say the POD is after the fall of the Roman Empire ~450 CE and needs to be achieved no later than the 19th century and maintained through the 21st century.
 
I'd argue at various times IOTL major German cities (capitals or not) have been major cultural centers.

Paris is also not the only cultural center of Europe.

Major regional cultural centers, but none had the reputation that Paris did and does.

A lot of Paris' success has more to do with France than the city itself. The more successful the country, the more renowned the capital.

So, to get a German capital as the preeminent cultural center of Europe, make its country stronger, as strong, or more appealing than that of France.
 
In the Interbellum period Berlin was one of the most important cultural centers in Europe, but it bever fully recovered from the brain drain of the Nazi-Era.
 
If Germany had coalesced around Austria rather than Prussia, Vienna would certainly see its cultural cachet go way up.
So, Austria unites Germany under a liberal constitutional monarchy. France goes fascist for some reason. Voila, Vienna is the cultural leader of the continent.

Ha. What about Aachen or Frankfurt? Hell, even Munich and various Bavarian cities preceded Vienna and existed continuously from the Roman era on.
 
Something with a powerful, united HRE probably sees the capital as one of the cultural centers of Europe, although I'm not sure how it works out in regards to "the" cultural heart - or if its Germany for purposes of the question.

Would be the best way to do it, I think.
 
Henry the Fowler decrees primogeniture limiting the fragmentation of the German states. He also establishes the tradition that Kingdom of Germany is to be inherited rather than elected. Magdeburg is chosen as the Royal capital by his son Otto I. Magdeburg remains the capital of Germany into the 21st century.
 
I'd argue that Vienna was a major cultural centre, on par with Paris, for much of the 16th-19th Centuries. Think about it, the city had, at various times, Mozart, Beethoven and the Strauss Family to name but a few.
