Granted the basic unworkability of it, forget the Atlantic; the last theatre in which the Kreigsmarine was able to put up a fight was the Arctic, against the Murmansk convoy run.

British trawlers and corvettes, smaller than most of those here, managed- it may have been a nightmare run, the Norse hell of cold made real, a hardship and a hazard, but it was done.

Spotters, expendable, against the blackout run would have made sense; the diversion of the escort to hunt them down may have been their most significant effect- the RN would likely overreact to them making the U- boats' job that much easier.

Air reconnaissance could have prevented the loss of Scharnhorst- advance warning of the home fleet would have been useful in telling Bey when to cut and run; the battle of JW 51B could have played out very differently if the Germans had had any idea where the British were.

With boldness and creativity these ships could have earned their keep. Hm. That's probably the biggest sticking point.
