Generalissimo Francisco Franco is still dead and Francoist Spain is still around

Franco had declared Spain to be a monarchy in 1947 without designating a king. In 1969 he finally picked Juan Carlos to assume the throne after his death, skipping over his father, who he found too liberal. As we know, Franco's hoped that Juan Carlos would not alter the basic nature of his regime were disappointed. But WI he had instead selected Juan Carlos' much more conservative cousin Alfonso, Duke of Anjou and Cadiz, as he considered doing in OTL?
 
It's basically ASB for Francoist Spain to continue to the present day. Spain will liberalize eventually, either through gradual change or revolution. There was already unrest during Franco's last years. At most Alfonso might delay the process by about 10 years.
