Garibaldi was a great general but he was always snubbed by the Kingdom of Sardinia because he was a republican,he was first exiled and even when he later wanted to help the Sardinians unite Italy he was sent to fight on secondary fronts,what would have happened instead if he had been a monarchist?He would not fight in South America,he would not start the expedition of the thousand with which southern Italy was conquered but perhaps he could win some important battles during the Italian wars of independence
 
Garibaldi always did his best as an irregular's commander, and indeed his military career primed him for that. I don't thin he'd have such a great fame or legacy had he simply been a General from the regular corps, and in fact I believe he'd have perfomed just adequately. Sardinia definitely stands to lose with that POD.

If he did not fight in south America he would not have had the reputation nor the tactics that made him famous , if he remained in Italy and stayed monarchist he would not have risen the ranks of the army for his lack of connection so the point is moot.
If you want to create alternate Garibaldi you can make him less republican .
