Gadaffi´s outpost: Lybia-Malta merge into one state 1979

A very very bizarre episode of the Cold War era:
What if the socialist anti-Western Maltese ruler Dominic Mintoff and Gadaffi after the end of British colonial rule deepen the relations even more (without the break in the relations) in until Malta and Lybia are one state or at least a confederation (despite enormous religious,cultural differences) ? Gadaffi certainly thought about that and Lybia had taken steps to deepen its influence on the islands.

This OTL history segment hadn´t been covered before in alternate history, I think it´s very bizarre and interesting.

Malta was on its way to become a Mediterran Cuba (at least it was feared by Western sources). They wanted to be a blockfree nation officially, but had contacts to various powers. The relationship with Gadaffi had been pretty close, Lybia had holdings on the island, invested in its military, ecinomics, founded an arabic speaking Radio programm etc. The Maltese populanance, despite having its linguistic roots in Arabic, was not enthusiastic in going to become a semi-part of an revolutionary-islamist country like Lybia.
