Who would be admitted later on? Atlético Madrid and Chelsea?

What's the impact on world football? What does the landscape look like?
 
Presumably, Chelsea would be admitted in 2004 along with another team. Real, Barcelona and Man U would dominate it's early years.

A 2nd division would be launched in like 2008?
 
How does this come to pass? It'd happen over UEFA's stone cold, but still furious corpse, not to mention the various national associations.

The closest we've gotten to any multinational league in Europe cherry picking the best club sides from participating nations was the proposed 'Atlantic League' and UEFA utterly opposed that.
