So I'm a map maker; those that look at the map thread regularly might have seen my most recent iterations. I'm recreating a bunch of my old maps and the one I'm currently recreating is this; http://dain-siegfried.deviantart.com/art/Breathing-In-That-Emerald-Air-572509568. One of the main reasons I'm remaking my maps is that they're all wildly inaccurate and ASB, especially historically speaking.
Ergo, I need to know when, how and what the circumstances would be surrounding the emergence of a French technocracy? I presume that the POD required would be in pre-1900 but I may be wrong; posted WWI or whatnot might provide a sufficient starting point. I imagine it would have to be a combination of German military buildup and increased socialist influence to get to the point where technocracy is palpable, but I couldn't place those details precisely.
Some time after the Franco-Prussian War? A more successful Paris Commune with technocratic features? A lost WWI seeing a radical technocratic regime take over? I'm throwing ideas out there. Any yourselves?
