Hrm, that's certainly true. But it also consolidates their estates. I wonder if France would be given any Imperial territory? Although even, say, Flanders would be worth it.
There's also the element that it get Habsburg away from the French borders, and give France a chance to strengthen the medium power Princes in the westen Empire. Through if Maximilian Francis get control over the westen Prussian exclaves and still become Prince-Archbishop of Cologne-Munster the Habsburg position are very much strengthen in north east Germany.
So this are a good oppotunity to strengthen the Princes in the West, but it risk backfiring with the creation of a strong Wittelbach state in the west and the consolidation of the Habsburg estates. On the other hand France can't really afford to alienate the Habsburgs either, a Hanover-Habsburg alliance would be disaster for France, the Habsburg biggest weakness was economical*, if the British are willing to fund the Habsburgs the late 18th century Austria would be extremely dangerous.
I think it was more than that, actually. French Revolutionaries were also a fan of the Articles of Confederation (though interest died out once the Girondins lost power).
Interesting I wasn't aware of that.
*One of the reason the Potato War didn't turn worse was because Maria Theresa found that the funding wasn't worth the price.
