Border changes also happened the other way around, when the question of the Burgundian inheritance (started with the death of Charles the Bold) was solved, Flanders and Artois were transferred to the HRE.

Well that was the best the Holy Roman Emperor could offer (and offered); sure especially Charles would have dreamed of an independent Crown, however no HRE would have ever agreed to that.
