Friedrich III was much more liberal and less militaristic than his son Wilhelm. In all probability he would have chosen a more consens orientated course of ruling, more hand-in-hand with the Reichstag and not against it. A major war could have been avoided.

He was weak, though. Well, Bismarck died IOTL only a few years after he had been stepped down by William :D , but even fter his death I dont think Frederick would have become so involved with governance as William did IOTL. Might be the same naval clique who came at the forefront IOTL might also do that ITTL, in the end.
