Fred T. Jane of Jane's Fighting Ships in the Royal Navy

Since I accidentally posted this in the post-1900 section and no one bothered about the thread, I decided to try my luck over here with this POD

IOTL, the man who brought to us Jane's Fighting Ships and introduced the concept of professional armchair generalship... I mean, military punditry to the world had wanted to join the Royal Navy. Unfortunately, he was refused entry because of health reasons.

Suppose he was medically and physically fit and he joined the Senior Service as an officer. How would he fare? Would he fade into obscurity, or leave his mark on history as he did while a civilian in OTL?
 
From everything I've heard, he was very good with technical detail and interested in amassing knowledge. That indicates a likely future in some niche of the service, engineering, cartography, or maybe dockyard management. Unless he had some hidden assertive streak, or really good shmoozing skills, I can't see him rising to the top level of command to make a mark like Jellicoe or Beatty.
