I think you mean with military operations or Petain would easily be the worst and De Gaulle the best.

But i'd say Gamelin was the worst and Giraud the best.

1. After war was declared he launched an abortive attack on the Rhineland, then withdrew.

While I do not have numbers right now, I am confident that with modest effort the French Army could have seized most or all of the Rhineland before German troops could be redeployed. If Germany has to attack across the Rhine in 1940, it is a different war indeed.

2. The 1940 campaign has been refought many times in this site. However Gamelin's poor command and control and communications, placing poor quality reservists at the "hinge" where his attack linked with the Maginot Line, ignoring intelligence, and leaving the initiative to the enemy combined to create a disaster.

He may be the worst theater commander of the war.
