France and the American Revolution

Louis XVI and his ministers had hoped for an economic boost from the American republic they had stood as midwife to. France had expended an enormous amount of money (someone saying that the first shot of this war will be enough to push this nation to bankruptcy), and received very little from the Americans, who continued doing business with England. Is there a way that Louis could perhaps have it enshrined in a sort of official agreement/treaty that outlines what France is to expect from a successful American Revolution? Perhaps that the Americans are to pay annual installments of the money owed to France? Or what would France have expected from a successful outcome to the Revolution? Trade-ports? Trading-privileges? Assistance in a reconquering of Quebec?

Canada/Québec was a financial drain. The West Indies/Ouest-Indes is where it's at. Maybe have France favour in taking more British West Indies islands ?

Considering that the US found it next to impossible to pay off its federal debts (e.g. to the veterans of the Revolution), finding more money to go to France is surely a pipe dream at best.

Also, given American attempts at Canada, both during the Revolution and in the War of 1812, and how poorly they fared - especially the ones directed at OTL Quebec - I suspect that it would just make the war worse - the Brits are going to be tougher in the peace negotiations.

So, no, I rather suspect that any effort to formalize US 'gratitude' would be far more likely to backfire than help France.

Trade is not a zero sum gam, so the simplest way to increase the benefit to France, from supporting the United States is to take action to promote trade, and to minamise the impediments to that trade.
The second way for France to gain more fiscal benefit, from the revolution, would be to encourage direct private investment into America.

So by what means might France attempt to promote trade? (I'm not really sure about what impediments existed, besides Britain's thing requiring other nations to use their shipping (which I think only came in later, anyway). And how might France privately invest in America?
