France 1900-39: Regionalist Parties (influenced by Parnell) win Home Rule for regions

ATL: Inspired by the constitutional nationalist Irish Parliamentary Party in the United Kingdom and its non-violent campaign for autonomy for Ireland, each of France's non oil-speaking regions forms its own regionalist party in the period 1900-1914 with the aim of achieving legislative autonomy for said regions within the Third French Republic with the parliament in Paris keeping charge of reserved matters. These parties would equally campaign for language rights; namely to end the negative attitudes towards their regional languages and to achieve co-official status with French for them. These parties have to become mass movements within their respective regions and achieve Home Rule for them by 1939. They could do this for example by joining together in the French Parliament to form a Bloc Fédéraliste.

Thus by 1939, the following regions have achieved Home Rule within the Third French Republic:
*Brittany
*Limousin
*Aquitaine/Gascony
*Languedoc/South Centre
*Provence/South-East
*Corsica
*The Area that speaks Arpitan
*Alsace-Lorraine

In these regions, the regional languages survive, just like Catalan has done in Spain in OTL, and have co-official status with French. French, however, is the language of Federal governance and inter-regional communication, as well as being the mother tongue of the traditional Oil-speaking areas; here the regional patois do as badly as in OTL.

That's nearly impossible tbh.

The whole thing about the IIIrd republic was its centrality. It's a concept dating back from the Jacobins in the revolution and Louis XIV before that. The regionalisation of France goes against the grain of everything it stood for. There was actually massive efforts, similar to what happened in the colonies, to eradicate those languages.

If there's anything looking like independantist trouble, the republic will send the army.

So it's not possible in this version of the IIIrd republic. However, what you propose was close to the various monarchist programs, especially the legitimist. So you need either the legitimist to win out in 1872 or the coup of 1876 to succeed. after that the monarchy was dead in France.
