François I becomes Holy Roman Emperor

What if, at the so-called "controversial" election of 1519, François I of France wins and not Charles V?
What would be the longterm and short term ramifications?

I can see a very different Reformation (possibly even with a compromise with Luther?), maybe no wars of Religion in France, and quite possibly France becoming the dominant power of Europe, if she played her cards right, of course...

There ha sbeen much written about the 1519 elections, mostly aout the huge, huge loans given by the Fuggers. Certainly, that money sealed the election, but even without it Im not so sure Charles wouldnt have won. He was the Habsburg, after all! And by that point they already had won something of a position of de fatco hereditariness.

It would hence have taken major initiatives by Francis (monarch names get translated!), and was he really that intersted in the project?
