Foreign Policy of a Fascist Russia

"Pan-Fascism" doesn't work particularly well, at least not for any length of time. For Russia and Italy to become allies would require some serious common interest or common enemy. And while it's not impossible for Germany to fill this role, it's very unlikely. This kind of Russia would have no interest in opposing German expansion into Austria or parts of Poland - Czechoslovakia would be the only German target the Russians would seek to protect one way or another; and for that, they might just strike an agreement with Germany, where it stays out of Czechoslovakia. Or - if they do want to contain Germany, period - they may as well just go with France.
For Italy, too, stopping German revisionism is nowhere near the #1 priority.

There doesn't seem to be much common ground between the KMT and this kind of fascist Russia; indeed, with the KMT's goal of asserting Chinese domination over Mongolia, Xinjiang and Tibet, they'd be more of a natural enemy. And some of the old Russian monarchist factions liked Japan, if for no other reason than because it was a monarchy and didn't necessarily oppose the expansion of Russian influence in Mongolia etc. So seeing this Russia in an alliance or benevolent neutrality with Japan doesn't seem like too much of a stretch.

It's interesting to think of Russia adopting Ethiopia as a protege; but I'm not sure they would actually care about anything that goes on in Africa, let alone have the power projection to make their care matter.
