No, hell no and not good.

The only forced "Industrialisation" which succeeded, would be.....errr none. You can encourage tendencies which are already apparent. You cannot turn a donkey into a tiger by beating it senseless.

Nasser did do this. Shares of manufacturing rose to over 35% of Egyptian GDP by 1970. The Egyptian state did this through large scale public work programs and ISI style policies via state owned enterprises.

But of course, if you really wanted this to happen you'd need the US to not suddenly cut funding to the Aswan Dam. Alternatively, have the United Arab Republic manage to get Iraq (say, Arif wins the power struggle of the Iraqi Revolution and not Qasim) and Sudan in on it (Al-Azhari doesn't become Prime Minister in favor of more pro unionist elements), drastically increasing the consumer base of Egyptian industries over time. Having Iraq in on the union means its much easier to reign in Syria, and Sudan gives much better logistics into Yemen so that could mean less money spent on intervening in Yemen and more money spent at home.

I was thinking along the lines of something like the 5 year plans in the soviet union or other communist countries

I would add Sudan but instead of a greater UAR including Iraq I would add Libya because the oil revenues would provide capital to pay for industrialisation and because Libya has iron ore which would help in the development of a steel industry. Can oil be substituted for coking coal to make steel?

Why not indeed. Well I can think of two reasons why not.
  1. It would turn this into a forced industrialisation of a surviving UAR thread rather than the forced industrialisation of a Greater Egypt thread.
  2. I think a Greater Egypt incorporating Libya is more plausible and more likely to survive than for the UAR to survive (with or without Libya as part of it). My favourite way of getting Libya into Egypt is for the British to offer the Egyptians Libya as a bribe to get them to declare war on the Axis sooner.
