Since when did you need a draft animal to use a wheelbarrow?
I think it depends on how close civilisation comes to inventing the wheel, rather than whether it does at all: did people not even get close to the principles and theory, or was the wheel invented but discarded due to ideological or practical considerations?
A general lack of smooth roads on which to use wheels is enough to prevent their adoption for transport, but are we also considering that the entire concept would be foreign to someone from this civilisation? If so, the relative lack of advancement of things such as the ability to spin wool and mill grain should also be considered.
