Football PC/WI: (Chicago) Bears permanently move to Ryan Field

So this is more of a local one, as I live relatively close to Evanston. But here goes:

So according to this, the Bears were considering their options for moving their home venue from Wrigley Field. They ran a test game at (then) Dysche Stadium in 1970, but a petition by Evanston residents forced the Bears to look elsewhere.

What would then be the plausibility of a permanent move to Ryan Field be?

This is part-plausibility, part-logistical, and part-practical in terms of the question. So, feel free to be flexible here.

I think it Will massively help bears in long term as they as years Will be come forced to make their own stadium, either with chicago help or by their own money.

I was reading how the bears loss a goldmine because playing that old stadium rather a new one

And it's a college one, better that a baseball one but still just a provisional one, maybe they will invest a joint-venture with the university for a 50-50 Modern Stadium or look for a way back to chicago later on. Again was something i read, how bears botched a chance for massive money with a new stadium they would own and get better invesment that the ugly thing they do to soldier field(that was a washington post article IIRC).

Let's say they stay and negotiated a full fledge stadium with the college...the college will loved it...so the cardinals would say in the old Soldier field before flying to St Louis?
