This is a redesign i came up with for Pennsylvania. The blue and the gold come from the state's license plates, the black and white come from the Penn family coat of arms, and the keystone is obviously a nod to the state's Keystone State nickname.

The fasces, that bundle of sticks with an axe, was a symbol of republicanism before it became one for fascism. You can find it all over early American stuff or French republican things if you look for it.
It just evokes an idea of "Strength in Unity" that could easily be taken up by a Communist movement even if this one in the description wasn't taking inspiration from Fascism into some syncretic nightmare stew.
