The flag of the Confederation of Lylybium (Il Confederazzione Lilybiumna / Solésta yj Lílybium) combines the flags of member states Arthor (red and white bicolor) and Caarns (azure and white tricolor). Originally designed in 1857, re-adopted in 1997.

Part of Canada. Around the Great Lakes and St. Lawrence. Both Kanada and Canada exist in TTL. But Canada is called Rupertsland or Hudsonia

Just my opinion but instead of having the shields on contrasting coloured fields, I would simply have the shield's design directly on the fields to reduce the complexity. Also, I would stick to only one shade of a given colour.

Top left is the Portuguese arms from the 12th century. Top right is the arms of Leon. Bottom left is the arms of the Kingdom of the Algarve.
Unfortunately I can't help with the one you mainly want, bottom right. I suspect it represents something in Lusitania, not in Portugal, because there are lots of arms in Spain which use those colours - but I can't find one specifically using that layout. It could also be related to the personal royal standard of Manual I, though the colours aren't right for that.
