I assume the alt-USA only occupies the coastal area ?
They have some of the interior, but nowhere near as much as the OTL USA. Probably a little less than what the 13 colonies officially had.

what's the white symbol in canton ?
A white shield with blue stripes. The big red star symbolizes the Continental United States, and the smaller one Alaska.
 
I don't think communists would keep the nordic cross design

normally I'd agree with you in terms of using crosses in a communist context but OTL the Soviet Union did continue to use a saltire-and-straight-cross pattern as ensign for some time (see below) so an argument could be made that a cross pattern could be used by some communist successor state if it was seen as a case of "socialising" an already existing emblem.

However, in the case of Prussia, I don't think the nordic cross would be the first choice for a flag, even for a non-communist government.

continuity I would imagine. It's easier to add to an already existing design than to create a new one from scratch.

I assume it was chosen based on the 2nd german empire war ensign:

Do they need to have matching flags? I thought the whole point of Gorbachev's proposed restructuring of the USSR was to answer demands for greater national autonomy. Why not let everyone have their flags, but also a flag for the federation? US state flags for example have no standardization.

Also I like the *idea* of the national symbol in the top right but maybe have a space between the edges of the flag and the shields, like how the hammer and sickle is offset slightly on the USSR flag.

For red shields you may want to add a white border so it doesn't clash with the blue.

Thanks for the suggestion! I thought for them to be British colonies style, a symbol on the left and the national flag.
 
I'm not sure if this is simple or not, but can I ask someone to design an alternate American flag for me?

It's the same design as OTL's American flag, but with 15 stripes instead of 13 and 20 stars in the blue box.
