The flag of the Terran Federation. In 2248, the UN reorganized itself as a parliamentary federation with a central treasury, bureaucracy, unicameral parliament, space program, and military. The Federal Charter represents the first major step in fifty years towards formalizing the gradual unity of UN members that developed after the Interplanetary War. Each federal member state retained considerable sovereignty and self-government; the biggest impact of Federalization was the guarantee of democracy across Earth's governments, and the concentrated effort on space colonization and settlement. Within a few years, a federally-funded network of warp gates enabled faster interchange between the worlds of the Sol System and the first human colony on Proxima Centauri b; and within twenty years, colonization was in full swing across four extrasolar star systems. This number would climb exponentially over the course of the next century. In 2347, the Earth's nations united into a single member state, dramatically consolidating their parliamentary power; after the Orionese War of Independence ended in 2381, the Terran Federation admitted many loyal colonies into the union as member states.
A series of constitutional reforms in the 2390s fundamentally shifted the Federation towards a more technocratic and aristocratic direction, enabling a titled nobility and an appointed upper chamber, but also instituted a comprehensive welfare state and crash space colonization program. From 2400 onward, the Terran Federation is typically referred to as the Terran Dominion, though its legal name and symbols did not change.
First Contact with an intelligent, spacefaring alien civilization in 2401 abruptly put humanity into the galactic political scene, accelerated the need for a professional bureaucracy and large military, and entrenched a military and public service aristocracy. By 2500, the Federation had split its executive Secretariat-General into the First Lord, elected by the Senate, and Prime Minister elected by the popular Assembly. At the close of 2599, the Terran Federation was reshaped by a new constitution proclaiming the Terran Empire under First Lord William Compton.

Which set looks best? I'm trying to come up with a common theme for the sub-states of this revolutionary nation for my TL

I'm torn between uniformity on the hoist, uniformity in the canton, or more unique flags with a basic common design

What would be a decent Mexican flag were someone other than Maximilian installed as Emperor? Say someone of Bourbon-Braganza?

You'd have to go well before the 1860s to change Mexico's flag, at least in its basic design. The colors come from the Iturbide regency, and the tricolor format came from the republican opposition to Iturbide. And that's all in the early to mid 1820s.

In the late 18th century, many resented the hierarchy in the Republic of Venice. Although called a republic, it was ruled in an autocratic fashion by a few powerful families. A revolution occurred and that was the beginning of the Second Republic of Venice. They wanted to emulate the French revolution preceding them and so they used a tricolor flag.

The Second Republic was just as brutal and autocratic as the one before it. Ironically, the revolution had only produced a more oppressive regime. Any casual criticism of the new government was punishable by death and informants were hidden everywhere. Tens of thousands of bishops, peasants, and noblemen were beheaded to ensure the survival of the new republic. They removed all religious influences from the government and adopted a ten day calendar. What many saw as attacks toward their religious heritage sparked a new movement; distributism. The distributists believe that religion should be foremost in any government and that property ownership should be decentralized as widely as possible. In a counter revolution, they created the Commonalty of Venice, named so to represent the common people.
