Flag Request: USAO European flag

As part of the ongoing development of my USAO signature TL, that world is at the beginning of its second world war (fought in the late 1890s - early 1900s, with early 1920s technology, between the Entente of the British Empire, Franco-Iberian Union, Russian Empire, and Turkey, and the Alliance of Pan-American USA, Japan, Greater Germany, Greater Italy, Hungary-Croatia-Serbia, Greece, Pan-Arab Egypt, and Scandinavia). The war shall cause the rise of a CP-led European Union equivalent, which shall evolve to a federal union in a few decades.

Recent discussion between the TL's regular readers and myself defined a name (European Ecumene) and a flag design that that I find satisfactory. However, neither yours truly nor the regular readers seem to be able to create a graphic image for that flag design. So I'm here to ask assistance from skilled forumites.

The EE flag design is as follows:

"A black double-headed eagle surmounts a white pentagram, at the center of a horizontal, gold-green-red top-bottom tricolor". The black double-headed eagle does not have any regalia and is similar to the HRE or Roman eagle, the gold and red bands use the shades of the German flag and the green band uses the shade of the Italian flag.

It may also be useful to have a second version of the flag, with a fourth Slavic blue band (I'm uncertain where to place it, perhaps above the gold, what do you suggest ?) to be used in the future if and when Russia joins the union.

Not exactly, but looking at your flags, they look cool and gorgeous enough. Kudos and thanks. I may pick 3-stripe as the founder flag of the EE, and the first 4-stripe, the one with blue on top, as the hypothetical future one when Russia joins the EE.
