While predominantly Slavic other nations can be part of this empire
Any Roman Capital will do, even ones that were not OTL

ONE (1) said:Slavic Karolus was Volodomir (Volodomirus), whose monogram you see on eagle. Old Church Slavic is the bureaucratic language with Greek and old church slavic cultivated as liturgical languages, thus the writing on flag.
