WI the number of Representatives is fixed in 1787 Constitution as a multiple of the number of States?
The 1787 Constitution provided for initial apportionment of 65 representatives - 5 per State. But the subsequent congresses were free to set the House size as they pleased. And increasing the House size has the effect of crowding out the vote of smaller States in Electoral College. Already the first Reapportionment Act increased House to 105 Representatives for then 15 States (Vermont and Kentucky added), thus 7 per State.
House then grew till 1913, when 435 was reached (more than 9 per State, then 48).
So WI:
The House size is fixed in 1787 Constitution at 5 times the number of States - sticking to the compromise that these seats are distributed proportional to population, not under one for smallest State, and the Congress allowed to set delegation sizes of new States till next census?
The House would then be 150 after 1853 reapportionment (not 234), and 240 by 1912 (not 435).
Would there ever have been 3/4 State agreement for constitutional amendment to enlarge the House?
Which OTL presidential elections 1792...2008 would have been switched by fewer Electors and therefore more weight for support of smaller States?
