Filipinas Federal (Federal-Parliamentary Philippines in 2006)

This is my first alternate history timeline, but before that, I rarely post here (this forum). I just look at some interesting alternate histories.


  • March 13, 2006: At around 10:53 PM, the then-incumbent President of the Philippines (Gloria Macapagal-Arroyo) approved a resolution calling the Senate and the House of Representatives to convene into a Constituent Assembly.
  • March 27: The prototype of the new Constitution was submitted to the President two weeks later.
  • April 5: Another resolution was approved, containing a prototype for a federal form of government and then integrated into the new Constitution.
  • May 23: A plebiscite for ratification of the new Constitution was held; with 225 out of 294 Congress votes cast (86.73%).
  • May 30: The 2006 Constitution was declared as ratified, replacing the 1987 format (which is still being used in OTL), and setting up a unicameral-federal-parliamentary republic in the process.

The Federal Republic is composed of 17 states:

  • Metro Manila / Federal Administrative Region (National Capital Region)
  • Ilocos
  • Cordillera
  • Cagayan
  • Central Luzon
  • Southern Tagalog
  • Mimaropa (Mindoro, Marinduque, Romblon, Palawan,)
  • Bicol
  • Western Visayas
  • Central Visayas
  • Eastern Visayas
  • Zamboanga
  • Northern Mindanao
  • Davao
  • Central Mindanao
  • Caraga
  • Bangsamoro
The President is relegated to a figurehead position (head of state), while the Prime Minister wields executive power and is commander-in-chief of the country's armed forces.

Here are some bonus concepts:

  • Any corporation or association (domestic or foreign) can exploit natural resources under full control and supervision of the State.
  • The time and area limit for leasing alienable lands are doubled (50 years, up to 24 hectares) from the 1987 Constitution.
  • Foreign advertising firms can set up shop in the Federal Republic, and the presence of foreign military bases in the country are now allowed.

No, but tell me: how long will GMA remain PM? I've always liked the idea of a federal Philippines and GMA herself, having followed PI politics for 3 years now. ;)
 
The President and the Prime Minister are elected to five-year terms without limit. The election starts on the 2nd Monday of May and after every 5 years.

The Executive President doesn’t have a good history outside of the U.S.
