Follow that logic and Hitler and Mussolini wouldn't count as dictators, which I don't think is very meaningful. It isn't whether or not somebody is elected into office that makes them a dictator, but whether or not they let elections remove them from office.
Which wasn't Peron case. He had, unlike the CIA pawns who were real dictators later on, bad marketing in the USA.
