Federated Shan States made a homeland for the Anglo-Burmese w/dominion status in 1948

Federated Shan States were formed in 1922 and were a part of British Burma although administrated separately from it. They consisted of modern Shan and Kayah states of Myanmar.
There were plans in 1920s-1940s to settle Anglo-Indians to Andaman and Nicobar Islands.
Charles Haswell Campagnac (1886-1970), a prominent figure in the Anglo-Burmese community, former mayor of Rangoon, proposed in 1946 that Anglo-Burmese agricultural colonies to be founded in Shan States.
If Burma was partitioned into republic of the Union of Burma and dominion of the Federated Shan States (OTL Shan and Kayah states plus Kachin, Mon states and Tenasserim (Tanitharyi) division added to incorporate all areas of European concentrations into FSS), in 1948 and FSS launched a program to encourage European immigration with no restrictions (like White Australia policy), how many immigrants and from which countries could realistically have arrived since 1948? And if it's assumed that the population of FSS is currently around 13 million as in OTL, how much of it could be Europeans and Eurasians?

I sense blood. Still, who knows? Might work out a little better than the fifty year civil war in which the army fights other people before they even request independence or their promised autonomy.

Colonial Kenya, for instance, didn't bother to resettle their Anglos in their own territory after decolonization. It seems like the Brits never gave such guarantees and the white dominions exist because the whites there were always a majority.

What happened to Anglo-Indians and Anglo-Burmese in our history, anyway?

Federation of Rhodesia and Nyasaland and Union of South Africa were minority-ruled white dominions.
The Anglo-Burmese population in 1931 census was about 30,000, not sure if it included both the pure Europeans and mixed-race Anglo-Burmese. But in 1936 general elections, 3 seats were reserved for Europeans and 2 for Anglo-Burmese, so they were distincly categorized probably.
What you mean by "our" history? The real history? Well, IRL both groups largely emigrated to the West, but for obvious reasons there's more AI remaining in India than AB remaining in Myanmar. Still, there's a specific AI seat in the Indian parliament.
