FDR Doesn't Run in 1944?

So, as the title says, I'm curious as to what you think might happen in this event. Let's say FDR suffers a mild stroke in August of '44, and, acknowledging his precarious health, decides to not run again. Of course, you wouldn't have any isolationists in 1944, but I'm curious as to who the Democratic nominee would be, if not Truman, and who might win this election.

Also, how is Paul McNutt a Time Lord? Are Gallifreyans allowed to become president?
