1. a king or other ruler with absolute, unlimited power; autocrat.

2. any tyrant or oppressor.

I suppose, but he still wasn't the tyrant of the Galatic Empire. Palpatine was. Vader oppressed people, but then if we go by that then pretty much any stormtrooper who had any form of command was a despot.
