Was there any attempt by MacArthur and those around him to limit the power of those who waged ruthless aggressive wars?

Could more of that have happened with Japan still recoverign economically

In practicality (aside from Tojo and a a few others), no.

One of the implied conditions given to Japan by Truman before the "unconditional surrender" was a declaration that the Japanese government was not criminal.

MacArthur was limited in his efforts to dissolve the Zaibatsus, the industrial conglomerates which were largely responsible for starting the war in China, because that was seen as too left-leaning when he cold war was just beginning.
