Considering the Legion and other Czech ultra-nationalists probably are going to be persons non-grata in The Hapsburg Empire in such a late war scenario. (There's far too much internal instability and ethnic strife for Vienna to be willing to add yet more weight to the vital task of postwar rebuilding of state authority), pardons for a large, organized trained and tested militia aren't even remotely in the cards. Germany is going to want to try to keep the Bolshevik genie back in the bottle, or at least keep their attention off her gains at B-L long enough to make her gains stick on the ground with economic integration and the formation of stable, pro-German regimes without Communist meddling. The WEstern Entente will be looking for a way to salve the dishonor of defeat without having to invest much of their own resources from their demoralizing and war-weary populace, while giving Wilson a victory on his policy of self-determination and anti-communist stance, satisfy their promises to the Czechs, ect. Japan has interests in expanding its influence in the Russian Far East and building a buffer around Manchuria so she can establish dominance there without a potential Soviet threat, and the Czechs want a state of their own as far from Hapsburg potential repression potential as possible
Is it possible, then, for the peace terms between the CP and Entente to include the recognition of Green Ukraine as a separate state from Russia, with her independence guaranteed by Japan (Possibly with Germany getting back some of her Pacific possesions from Japan in exchange for this 'concession'), initially under a coalition government of the local forces, Legion commanders, and Czech National Comitee (who surrender any claims in Europe to compensate)? Forces in France and Italy could be shipped out and equip with war surplus stocks from the Western Entente who, bolstering local Japanese intervention forces and volinteers, could join up with the Legions already marching east across the Transsiberian to serve as a "freeze dried, ready to eat" professional domestic army, which would have access not only to a steady stream of Entente supplies via Japan and established, secure logistics networks both along the Rail and in Manchuria (Which Japan would be supported by the international community in expanding its footprint in at the expense of a China caught up in the warlord chaos, and thus a complete non-entity in her ability to respond) but slow reinforcement by Cossak forces that might otherwise be lost/pushed out of effective combat by loses in the Caucuses and European Ukraine and potential small forces by White Emigrees or local militias granted amnesty for banditry/rebellion/treason or intent to conduct such by Vienna in exchange for emigration.
Far from the main Bolshevik power and thus the immediate pressure of total war, as well as oversight by the Great Powers and the prexistanse of governing bodies/parties (as opposed to the disjointed White juntas), I could see the very likely possibility of such a state actually putting down roots and getting to the point where the USSR is obliged to accept their existence.
