Fate of South America and Africa after a biochemical WW2?

In a scenario where a stronger Nazi Germany enters bitter biochemical warfare with the Western Allies and maybe even the weakened SU, leaving Europe a deadzone following Operation Vegetarian and the retaliation measures implemented by the Nazis, how would South America and Africa function and develop?
 
South America is flooded with refugees and it's development changes country by country depending on the ability of local regimes to deal with upheavals. Argentina would be most intriguing. It one thing to be a Nazi haven with thousands of former Nazis roaming about (one hesitates to say "ex-" when talking about Nazis), but now there would be more. It might turn into FRGermany-lite or into a fascist state.

Africa, is as always, fucked. No Winds of Change here. Britain, remains of France and etc. would hold onto colonial power with the whip hand as e2sources are scarce. With the Soviets, if not utterly demolished, playing Cold War with more gusto there as well. South Africa might come out with more power here than in OTL.
