Fate of Germany without the Cold War?

It's well-known that the Western Allies intented to punish the Germans far more severely than they did after the war, via the Moregenthau plan and the later "levels of industry", but were forced to moderate after a few years due to the Soviet threat. Despite this, Germany only began its recovery in the 1950s.

Presuming the Cold War never flares up (The USSR is exhausted by Poland due to lack of Lend-Lease, a Brest-Livovski style peace followed by a Soviet reentry later on, etc.), would the Plan be kept up, despite the evident near-starvation apparent in Germany and the deleterious effects of lack of German heavy industry on the entire European economy? Would France and Germany kiss and make up, or would Germany be reduced to a shadow of its former self, endlessly plotting for revenge but not able to move a muscle without the West threatening military intervention like in Calbear's AA/NW?
 
There would certainly have been a more thorough denazification. I do not know how far one can go with such a procss, note problems in other states where a dictatoria regime has been removed
