Before the Xinhai Revolution destroyed the Qing Dynasty, the government was preparing itself and society for reform. In August 1908, under the direction of Yuan Shikai, the Qings promulgated a document called the Principles for a Constitution. The document essentially called for a constitutional government (a proper legislature instead of the Emperor having all the power) similar to Bismarck's Germany and again, Meiji-era Japan. A constitution was to be issued by 1916 and a elected parliament was to be issued by 1917.
Let's imagine that Yuan Shikai does not betray the Qing Dynasty and crushed the anti-monarchist revolutionaries. If the Qing Dynasty went through with these reforms and began to resemble it's European counterparts, would it have survived longer than it did in our timeline?
