We'd need a lot more background to discuss this question. What time frame are we talking about? What caused this Balkanization? A failed Constitutional Convention? A CSA victory scenario?

The usa Splits up after the war of 1812 which is this told version of a civil war when the northwest and New England secede New England takes over the maritimes and lower Quebec however the remaining states in the union break up and to add on to the chaos mexico turns into a dictatorship then falls apart and then the usca falls apart canada rebels after brittish Columbia is invaded by russia during the Crimean war and after that point North America except for mist of the Caribbean is basically city states and in relative chaos

The full United States was barely able to eke out a draw, against a Britain preoccupied in Europe, and you want New England, after being dragged through a civil war, to take the Maritimes and lower Quebec from Britain, by itself? :eek: Butterflies aside, Russia invades British Columbia during the Crimean War? Why would it invade a wilderness when they are defending a vitally important port, Sevastopol, from siege? With what navy?
 
An independent New England might be allied with England. England might be willing to sell the maritimes to New England. Much of the maritimes were settled from New England. One problem however is that many of the New England Loyalist settled in Nova Scotia after the ARW and might not want any part of a union. On the other hand in OTL there were many ties and with in two generations many people moved back to New England, my family among others.
 
The colonies are about prestige. You don't sell them unless there's a really good reason...
 
I think that in this TL New England is moving in Old England's orbit. This is also not to long after Eathen Allen tried to sell Vermont back to England.
