European Government in Exile in Americas

Is it possible for a country to get conquered/annexed and a significant portion of them flee to the Americas, establishing a successor state? Probable candidates being perhaps Brittany or an Irish state?

Does fleeing to their American colony count? The Portugese did that IOTL, but they returned shortly after Napoleon was driven out.
 
If Portugal hadn't returned to Monarchy after Napoleon was driven out (say, a republican revolt, either being the thing driving Napoleon out, or in the tail of British troops), they'd probably stay around in Brazil ruling that as a Monarchy still

Portugal is your best bet. In OTL, prior to Napoleon's betrayal, France and Spain planned to divide Portugal up into two puppet states. The Portuguese government, which fled to Brazil in OTL during the Napoleonic Wars, would probably stay there in a Napoleonic Victory scenario. IIRC, the excellent "Pax Napoleonica" timeline by Zach has this exact scenario happening, with Brazil later becoming a strong British ally against France in the late 19th century.

*Or, in the case of a post-ARW PoD, Toronto.

Or Spanish monarchy running in March 1808 does not get intercepted at Aranjuez as per OTL.

Where were they planning to go?
